Hirshabelle parliament strips three MPs of immunity over constitutional violations

Wednesday May 7, 2025

Jowhar (HOL) — The Hirshabelle State Parliament on Tuesday voted to strip three lawmakers of their parliamentary immunity, citing violations of the regional constitution and parliamentary bylaws.

During a session chaired by Speaker Abdi Hakem Luqman Haji Mohamed and attended by 75 MPs, the regional parliament overwhelmingly approved the motion presented by the Ethics Committee. A total of 71 lawmakers voted in favor of lifting the immunity, with three opposed and one abstaining.

The MPs affected by the decision are Ahmed Saney Mohamed, Saadaq Mukhtaar Cabdille, and Ahmed Ali Abuukar. The speaker announced that all three had officially lost their membership in the Hirshabelle State House of Representatives, in accordance with the regional constitution.

The move follows a long-running dispute between the lawmakers and Hirshabelle President Ali Guudlawe. All three had previously clashed with the president and were removed from cabinet positions in earlier political reshuffles. They were most recently accused of violating the Hirshabelle Constitution and referred to the Disciplinary Committee for investigation.

The Hirshabelle parliament’s decision comes amid growing political tensions between the executive and dissident lawmakers, raising questions about political stability and due process in one of Somalia’s federal member states.
