Ruto: Kenya won’t relent as Al-Shabaab attacks rise in border areas

NAIROBI, Kenya (HOL) — Kenyan President William Ruto said Thursday that the country has made progress in combating terrorism, even as Al-Shabaab-linked attacks have resurfaced in parts of northern and coastal Kenya.

Speaking in Mombasa while closing the 23rd Commonwealth Heads of Prosecuting Agencies Conference, Ruto pointed to recent convictions in the Garissa University and DusitD2 terror attack cases as evidence of Kenya’s determination to end terrorism.

“Last month, two individuals were found guilty of aiding the DusitD2 attackers, and sentencing is scheduled for 19 June 2025,” Ruto said. “In the Garissa University case, the courts in 2019 found three individuals culpable and sentenced them to life imprisonment and 41 years each.”

Ruto warned, however, that the financing and execution of such attacks are increasingly transnational, requiring greater global intelligence cooperation to trace and dismantle terrorist funding networks.

“For instance, during the Dusit attack, financing was traced to a bank in South Africa, as well as to various banks within Kenya and Somalia,” he said.

The Kenyan president described terrorism as “one of the most dangerous forms of transnational organized crime” and warned that it continues to pose “a persistent and evolving threat to national security.”

In recent weeks, Al-Shabaab militants have launched attacks in Lamu and Garissa counties, renewing security concerns in areas along the Somali border. Kenyan forces have stepped up patrols and surveillance to prevent further incursions.

Ruto praised Kenya’s security agencies for their vigilance and reaffirmed his government’s readiness to confront terrorism on all fronts.

“Kenya will not relent,” he said. “We remain vigilant, determined, and united in protecting our sovereignty and the safety of our people.”

Kenya deployed troops to Somalia in 2011 as part of Operation Linda Nchi and later joined the African Union Mission in Somalia (AMISOM), now restructured as the African Union Transition Mission in Somalia (ATMIS). The country remains a key regional actor in counterterrorism efforts across East Africa.
