Garowe (HOL) — The Puntland regional administration announced Wednesday that it will not participate in the upcoming national consultation forum convened by Somali President Hassan Sheikh Mohamud, citing constitutional violations and lack of genuine federal commitment by the central government.
Speaking at a press conference, Puntland’s Minister of Justice, Mohamed Abdiwahaab, stated that the region will abstain from any dialogue with the Federal Government unless it returns to what he described as a lawful and inclusive political process.
“Puntland will not engage in talks with the Federal Government until it recommits to statehood and acknowledges a genuine national consultation framework,” the minister said.
He outlined several conditions for Puntland's future participation, including, a return to the constitution agreed upon in August 2012, recognition that the National Consultative Council (NCC) has become politically biased, agreement on a consensual and inclusive national electoral process, and acceptance of the outcome of elections in Jubbaland State.
Abdiwahaab accused the federal leadership of ignoring constitutional obligations and disregarding public appeals over the past three years, saying President Hassan Sheikh's administration is "on the wrong path."
The remarks come just days after President Hassan Sheikh Mohamud formally announced the launch of the Political and Community Leaders’ Forum, scheduled to begin in Mogadishu on June 15, 2025. The forum aims to promote dialogue, build trust, and enhance cooperation among Somalia’s political and community leaders.
“The forum is an important opportunity to strengthen unity and accelerate the country’s development,” President Hassan Sheikh said during the announcement.
While Puntland has rejected the initiative, several opposition figures and political parties have pledged to attend the forum.
