RCC warns Somalis on security

KAMPALA Deputy Resident City Commissioner Allan Kajik has urged the Somalis residing in Kampala to unite so as to avoid insecurity associated with terrorism.

Kajik said government is not ready to allow anybody to antagonize the peace currently prevailing in the country. 

Addressing Somalis during a security meeting in Kisenyi, a Kampala suburb with strong Somali presence, Kajik asked the Somalis to cooperate with security agencies and report any suspicious persons.

“If you don’t report suspected terrorists, when he or she blows up a mall, you will die along with them,” he said at the stormy meeting held on Wednesday.

Reacting to reports that the outgoing Somali ambassador Sayid Ahmed Sheikh Dahir was creating divisions among the Somali community, Kajik said he (Sayid) would be handled. 

“As government we recognize the Ugandan Somali community and cherish the relationship with Somalia that is why President Museveni sent troops to Somalia. I will call the ambassador to come and unite you,” he said.

He said the role of an envoy is to represent the interests of his nation and nationals and not to disunite them. Kajik noted that if the envoy fails to cooperate government would handle the matter diplomatically through the foreign affairs ministry.

“We have been living peacefully in Uganda without any problem. But is unfortunate that the ambassador is being used to disunite us,” Hassan Hussein Abukar the chairperson Somali Community in Uganda told the meeting.

Emmanuel Ochamringa the OC station Old Kampala said the reports of creating parallel association were not good news toward enhancement of security. 

“We don’t want conflict. We shall not allow clan wars and differences transferred by an ambassador from Mogadishu to Kampala. You better create peace than trouble,” he said. 

He said the issue of division and tribalism among the Somalis had caused a lot of insecurity in Kisenyi leading to scores of arrests of Somalis at Old Kampala Police station.

“Some youth had started attacking their fellow youths at night but we arrested them and flashed them out. Others are serving in Luzira now,” he said. 

He urged the Somalis to abide by the Ugandan laws. “In Uganda we know you as one tribe. Don’t engage in clan and tribal wars in Uganda,” said Ocamringa.

Henry Bigirwenkya the OC Muzana Police Post in Kisenyi, said the crime rate in the area was worrying.

“I always get cases of Somalis framing others of being suspected terrorists but when we arrest them and investigate, we find clan issues to be the cause,” he said. 
He said such cases waste police time and consumes a lot of resources in terms of investigations. “Let us join hands to fight terrorism,” he said.
